The democratically elected Council of Mutare, representing the residents and stakeholders of the City, is committed to conducting all Council business in a transparent and accountable manner with full public disclosure. In order to maximize development potential, attract donor assistance and partnerships and combat corruption, the Council is seeking to raise funds for an in-depth professional audit of Municipal activities. Council is appealing to stakeholders and other interested parties to assist with financial contributions in order that the activities of Council can be widely scrutinized. Appropriate measures will be taken to correct the lack of accountability that still prevails and which is of concern to Council and residents alike. This objective should be achieved without depriving the City of public funds required for service delivery.
The extent and ultimate success of the audit will depend on the funds raised. As the Mayor of the City, I am appealing to all stakeholders to contribute no matter how small the amount. Every contribution counts. The audit findings will be made public and the full sum raised accounted for in press advertisements and public meetings. A separate bank account has been opened by Kingdom Bank Mutare Branch; City of Mutare Donor Funds Account number 32108563.
Council has resolved to source quotes from at least three professional accounting firms to achieve this end.
The priorities are; a donor funds audit with report to contributing donors, a forensic financial audit of a specific area of concern to Council, an audit of land sales and procedures and a human resources audit. If we can raise US$ 200 000 from this appeal the City will establish a strong platform of reform which will enable Council to serve Residents and Partners with renewed integrity.

Duties:
- Head of the works department of Mutare City Council.
- Day-to-day management of the Water, Sewerage, Roads, Town Planning, Land Survey, Architectural, Electrical, Mechanical, Fire Brigade services.
- Planning, designing and supervision of Council’s Engineering, Town Planning, Land Survey and Architectural undertakings.
- Preparing and controlling the Department’s budget.
- Preparing expert reports for submission to Management and Council Committees.

Projects Undertaken

From September 2004 to date Project Manager/Engineer on the Christmas Pass to Sakubva pipeline project. The project entails the construction of a 5.5 km, 450mm diameter AC/Steel water pipeline. Design and construction done in-house.

From July 2005 to date: Project Manager/Engineer on the Hobhouse III housing project. The project involves the servicing of approximately 1200 high-density stands with water and sewage reticulation and roads and stormwater drainage. Design and construction done in-house.

February 1991- October 2003, Deputy City Engineer, Mutare City Council
Duties:
§ Deputising the City Engineer in the running the City engineer’s department, which is responsible for the provision and maintenance of services, namely water production and distribution, sewage disposal and treatment, roads and stormwater drainage, public lighting, survey and urban planning.
§ From July 1996 to December 1999 acted as City Engineer whilst the incumbent was acting as Town Clerk.
§ As Acting City Engineer represented the city at various workshops on the Development of a Water Resources Management Strategy for Zimbabwe. Compiled bid documents and managed the contracts for the servicing of the USAID funded housing schemes totalling 2500 low income stands in the Hobhouse area.
§ Project Coordinator for the World Bank and Zimbabwe government funded Urban Development Project II.
Projects Undertaken
§ Represented the City in the project management meetings for the Pungwe water project. The meetings were constituted by the city’s consultants, the city’s representative, the contractor’s and subcontractor’ representatives. The US$ 20 million project for the city involved the construction of a 4.5km, 9m2 tunnel through a mountain range and a 77km pipeline of average diameter 800mm to draw water from the Pungwe river to the treatment works (45km) and from there to the city (22km). The project commenced in 1997 and took two years to complete.
§ Overall supervision of the design and construction of a 10,000m3 circular reinforced concrete water reservoir and a 2km, 300mm diameter water pipeline to serve Fern Valley suburb. The project commenced in February 1998 and was completed April 2000 at a cost of approximately US$450 000.

January 1988–January 1991, Chief Civil Engineer, Mutare City Council
Duties:
§ Responsible for the operations of the various engineering services sections namely water treatment and distribution, sewerage and sewage treatment, and roads. Supervised and checked designs by the respective section engineers.
§ Responsible for the compilation of bid documents for various projects namely low cost houses, clinics, schools and infrastructure services (water, sewerage, roads) and for procurement of goods and services.
§ Project Coordinator for the World Bank and Zimbabwe government funded Urban Development Project I.

November 1982 – December 1987, Water Engineer, Mutare City Council
Duties:
§ Directly responsible for water operations namely purification and distribution, design and supervision of related projects.
§ April 1984, I was seconded to Stewart Scott NCL the city’s consultants then, to do design work and site supervision.
§ December 1985, appointed Project Coordinator for City of Mutare for the World Bank funded Urban Development Project I. The project involved the provision of onsite and offsite services for low-income housing development, construction of community facilities and procurement of plant and equipment for use by the Local Authority. The project cost was approximately US$4 million.
Projects Undertaken
§ February 1986, appointed Resident Engineer for the US$600 000 offsite infrastructure project which entailed construction of a 8 000m3 circular reinforced concrete portable water reservoir and a 4km trunk water main of diameter varying from 350mm nb to 450mm nb.
§ April 1987, appointed Resident engineer for the US$400 000 extensions to City of Mutare water treatment works. The project entailed the construction of additional clarifiers and filters to increase treatment capacity by 13 200m3 per day.
§ All the above duties were additional to my duties as Water Engineer.
