I would like to extend a warm welcome to the Facilitators from IDAZIM, Chairman and members of the Steering Committee, Councillors, Town Clerk, Council Senior Managers, The business community, representatives of Non Governmental organizations, Members from wards, Ladies and Gentleman.
It gives me great pleasure and indeed an honour to have been accorded this opportunity to officiate at the opening of this Master Plan review and Integrated development Planning workshop. This is an important occasion not only to council but to the city as a whole.
As I welcome you ladies and gentlemen, I am particularly mindful of the problems and constraints faced by Council since July 2008 when the new Councillors assumed office. Council due to the prevailing economic hardships has been constrained in meeting it’s obligation in service delivery and social services. Council is faced with the mammoth task of providing services against a background of limited resources.
In view of the above my Council noted the need to review the current master plan that expired in 2002 and the need to put in place an integrated development plan in the city. A master plan is a statutory plan formulated in terms of the Regional, Town and Country Planning Act. The plan provides the framework for the future development of the city. It is a tool for decision making on all development related matters in the city. It should be taken into account that as the city grows in population and geographical terms, there will be a need for a comprehensive plan in order to regulate the use of land and buildings. The Plan will ensure that there will be co-ordinated development in the city. It should be noted that the master plan is futuristic in that it spells out goals, objectives and proposals for the future developments of the city. It identifies areas for future developments in the city to enhance direction for the city’s growth and expansion. It also reflects on projects with regional and national effects in respect of the growth of the city.
I have been reliably informed that change management issues will be dealt with in the review of the master plan. This will enable Council to tackle all tasks with regard to implementation of the master plan and the integrated development plan effectively. I have been further reliably informed that the scope of the master plan review will cover the following:
- Land use analysis
- Social and economic conditions
- Infrastructure provision
- Housing developments
- Environment planning and management
- Transport planning
I wish to advise you that to enhance democracy, and transparency and to broaden the strategic base of the Municipality, the City Council decided to set-up an official Master Plan and Integrated Development Planning Steering Committee. The committee is made up of high profile personnel in the city and is tasked to deal with socio-economic and developmental issues that are of utmost importance to each and every person living in the Mutare Municipal area. Secondly, the Committee acts as the principal transparent interface between the Mutare City Council on the one side and the Community and the business leaders on the other side.
The core function of the said committee is to actively support the Municipal governing and managerial structure by providing leadership regarding the planning process and to support the Council to oversee the implementation. The Committee has completed the pre-planning assessment. In this regard, the planning workshop is being conducted to consult all the key stakeholders in the city in the formation of the new Master Plan and Integrated Development Plan. I wish therefore to implore you to put your heads together to find lasting solutions to the issues and problems besetting our council. To think positive, letting the negative and pessimism be the past and the Positive and Optimism to be the future.
